Forty years ago, the United Kingdom and Argentina began a war over the possession of the Falkland Islands off the coast of South America. The islands had been disputed for decades before the conflict. In 1965, the United Nations called on Argentina and Britain to reach a settlement over the sovereignty dispute. The British Foreign and Commonwealth Office (FCO) considered the islands to be a hindrance and an obstacle to British trade in South America. Therefore, being confident in British sovereignty, the FCO was ready to cede the islands to Argentina. The FCO also sought to make the islands dependent on Argentina, hoping that this would make the islanders more amenable to Argentine sovereignty. In 1977, British Prime Minister James Callaghan, in response to escalating tensions in the region, secretly sent a detachment of two frigates and the nuclear submarine HMS Dreadnought, codenamed Operation Journeyman, to the South Atlantic. In 1980, the new British Foreign Secretary, Nicholas Ridley, traveled to the Falkland Islands in an attempt to sell the islanders the benefits of a "refundable lease" scheme, which met with strong resistance from the islanders. Returning to London in December 1980, he reported to Parliament, but was fiercely attacked for what was seen as betrayal. It was reported that at a closed-door committee meeting that evening, Ridley said, "If we don´t do something, they will invade. And there´s nothing we can do." Meanwhile, Argentina was going through a turbulent period in its history. It was in the midst of devastating economic stagnation and large-scale civil unrest against the military junta that had ruled the country since 1976. In December 1981, another change of the Argentine military regime took place, bringing to power a new junta led by General Leopoldo Galtieri, Aviation Brigadier General Basilio Lami Dozo and Admiral Jorge Anaya. By choosing military action, Galtieri´s government hoped to mobilize the long-standing patriotic feelings of Argentines towards the islands, distract public from the chronic economic problems and ongoing human rights violations during the dirty war, and strengthen the junta´s waning legitimacy. On April 2, 1982, Argentine troops conducted an amphibious landing (known as Operation Rosario) in the Falkland Islands. The invasion began with the landing of a group of amphibious commandos, which attacked the empty Moody Brook barracks, and then moved to the Government House in Stanley. The attack was met with fierce but short-lived defense by a local detachment of the Royal Marines. When the 2nd Marine Battalion arrived (with amphibious assault vehicles), the governor ordered a cease-fire and surrendered. The Argentine junta had good reason to expect that the British government would not and would not be able to intervene. Britain reduced its military forces throughout the 1970s in response to unbearable financial pressures, including the decommissioning of its last large aircraft carrier and the early scrapping or sale of warships (including, ironically, a pair of Type 42 destroyers to Argentina).
